Can I open a Stripe account in another country?

Only if your business is really based there. Stripe asks for a legal entity, tax ID, address and a real bank account in that country. Picking the US or a neighbouring EU country you do not live in breaks its terms, and those accounts get closed, often with funds held. Stripe also does not let you change an account’s country later.
