Payoneer alternative in Serbia and N. Macedonia: how can clients abroad pay me by card?

The problem“I run a small agency in Novi Sad. My clients in Germany and the US want to pay by card and get a proper invoice with VAT on it. I do not have a company abroad.”

A Payoneer alternative for Serbia and N. Macedonia is a merchant of record: your EU or US client pays a fixed-price service package by card, AgentaOS is the official seller on the invoice and handles VAT and sales tax, and you get paid to your own bank in EUR or USD on the 1st and the 15th. You need no company. Payoneer works differently: it gives you a receiving account and payment requests, and you stay the seller who issues the invoice.

Answer

Who is this for?

Freelancers, agencies and digital sellers in Serbia and N. Macedonia, and in Albania, Bosnia and Herzegovina, Montenegro and Kosovo, who sell to clients in the EU and the US. Typical sellers: a web agency selling a monthly maintenance plan, a designer selling a fixed brand kit, an SEO freelancer selling a monthly content package, a developer selling a course or a template.

What they share: the client wants to pay by card, wants an invoice their finance team accepts, and does not want to deal with a seller outside the EU. AgentaOS is run by Aristokrates OÜ in Tallinn, Estonia, so the client buys from an EU company (facts).

Is Payoneer available in Serbia and N. Macedonia?

What does Payoneer do?

Payoneer gives you account details to receive money and a way to bill clients. Its payment request page (read 7 November 2026) says: "From your Payoneer account, go to Get Paid and select Request a Payment." The client "receives a payment email with a link to pay" and can pay "via their Payoneer balance, credit or debit card, ACH debit, direct bank transfer, or PayPal."

On a payment request, you are the seller. Payoneer says you can "generate an invoice during the payment request process, or upload one" and "add local taxes". So the invoice is in your name, and working out the client's VAT or sales tax is your job.

Answer

Answer

What can I sell through AgentaOS?

Digital products, courses, templates and software. Services only as fixed-price packages: the contents, deliverable, exclusions, price and delivery window are set in advance and the same for every buyer (Terms, section 21).

Monthly retainers work as a fixed monthly package, for example "4 blog posts and a monthly SEO report, delivered by the 28th". Each month is a separate sale. Delivery must be provable in durable digital form, such as files, a report or a link. We approve packages per account.

Not allowed: work scoped per client, time sold by the hour, and anything delivered only in a live call (Terms, sections 5 and 21). For a one-off custom project, read how to invoice a US client from Serbia.

Step by step

How do I set it up, step by step?

  1. Check your country. Open the Serbia or N. Macedonia guide. Open a EUR or USD account at your bank (devizni račun / девизна сметка).
  2. Write the package. Name, what is included, what is not, price in EUR or USD, and delivery window. Same for every client.
  3. Turn a retainer into a monthly package. Replace "up to 20 hours" with a fixed list of monthly deliverables and a delivery date.
  4. Decide your proof of delivery. A shared folder, a report link or a delivery email for each sale. Keep it for 18 months.
  5. Sign up and apply for package approval. You can sign up as an individual. We approve packages per account.
  6. Send the buyer link. Create the product in AgentaOS and send its link to the client. They pay by card and get the invoice from AgentaOS (payment links docs).
  7. Deliver, then get paid. The payout releases once the payment has cleared and delivery is confirmed. Payouts run on the 1st and the 15th, with a €50 or $50 minimum (payouts docs). Declare the income at home; here is how.
