WooPayments not available in my country: how do I take payments on WooCommerce?
The problem“I set up my WooCommerce store, went to activate WooPayments, and my country is not on the list. The Stripe plugin needs a Stripe account, and Stripe does not take sellers here either.”
If WooPayments is not available in your country, the free WooCommerce Stripe Gateway will not help either: both need a business in a country Stripe supports, and N. Macedonia, Serbia, Albania, Kosovo, Bosnia and Herzegovina and Montenegro are on neither list. You have four honest routes: PayPal where it can receive money, a local bank card gateway if you have a registered company, a merchant of record plugin for digital products and fixed service packages, or WooPayments itself through a company in a supported country.
Which countries does WooPayments support?
WooPayments works in 38 countries: the US, Canada, the UK, Australia, New Zealand, Japan, Hong Kong, Singapore, the UAE, Switzerland, Norway and 27 EU countries (WooCommerce). WooCommerce says: "If you're using WooPayments for a business, the relevant country is the one where your business is registered." If yours is missing, its advice is to vote on the feature requests page. The request "We need Kosovo and Albania as supported countries", posted 21 January 2024, has 8 votes and no replies (WooCommerce feature request).

Why doesn't the Stripe plugin work instead?
The WooCommerce Stripe Gateway is free, but it connects your own Stripe account. Its wordpress.org page links to Stripe's country list, and none of the countries in the table above is on it (plugin page). Same wall, different plugin.
Which route fits my store?
| WooPayments or Stripe via a company abroad | PayPal Payments plugin | Local bank card gateway | AgentaOS Payments plugin | |

| Who handles VAT for buyers abroad | You | You | You | AgentaOS, as the official seller |
| Fee per card sale | Stripe's or Woo's rate | PayPal's rate | Set in your bank contract | 4.5% + €0.50; 6.0% + €0.50 for cards issued outside the EEA |
Local gateways by country, from our guides: cPay through a Macedonian bank, NestPay banks or Monri in Serbia, Paysera in Albania, Raiffeisen, TEB or ProCredit in Kosovo. PayPal plugin: WooCommerce PayPal Payments. AgentaOS fees: pricing docs. What AgentaOS cannot sell: Terms, section 5.
Honestly: if you ship physical goods, use a local bank gateway (with a registered company) or PayPal where it receives. If you sell digital products or fixed packages and have no company, the AgentaOS plugin is the shortest route. If you sell both, run both: the AgentaOS method only shows when every item in the cart is virtual or downloadable.
How do I set it up, step by step?
- Check WooPayments for your country of registration. Open the WooPayments country list. If your business is registered in one of the 38, use WooPayments and stop here.
- Check Stripe before you try the Stripe plugin. If your country is not on Stripe's list, skip the WooCommerce Stripe Gateway. It cannot connect.
- Sort your catalogue. List what you sell as physical, digital, fixed package or custom work. Physical goods and custom work go to step 4. Digital products and fixed packages can go to step 5.
- Physical goods: add a local gateway or PayPal. With a registered company, ask a bank for an e-commerce merchant contract (for example cPay in N. Macedonia, a NestPay bank in Serbia) and install its WooCommerce plugin. In Serbia, Albania, Moldova or Georgia, you can also install WooCommerce PayPal Payments.
- Digital products: install AgentaOS Payments. In WordPress, open Plugins > Add New, search "AgentaOS Payments", install and activate (WooCommerce must be active, and the store must run on https). Create a free AgentaOS account and copy a secret key from Settings > Developers > API Keys (plugin page).
- Connect and prepare the store. Set the webhook URL shown in the plugin settings in AgentaOS and copy the signing secret. In WooCommerce > Settings > Payments > AgentaOS, enter the key and secret, enable it and click Test connection. Mark each product Virtual or Downloadable. Turn off WooCommerce taxes, because AgentaOS adds the buyer's VAT or sales tax. If your store is priced in MKD, RSD or ALL, enter your exchange rate; buyers are charged in EUR or USD.
- Test, go live, get paid. Place a test order with a test key, then switch to the live key. AgentaOS issues the buyer's invoice, handles refunds and disputes from the order screen, and pays out to your own bank in EUR or USD twice a month. Income from abroad is yours to declare at home; ask a local accountant.
Example: one €49 digital product, paid by card
| EEA card | Card issued outside the EEA | |
|---|---|---|
| Buyer pays | €49.00 | €49.00 |
| AgentaOS card fee | 4.5% + €0.50 = −€2.71 | 6.0% + €0.50 = −€3.44 |
| After the card fee | €46.29 | €45.56 |

Checklist: before you switch on payments without WooPayments
- ✓Country of registration checked on the WooPayments list
- ✓Country checked on Stripe's list before trying the Stripe plugin
- ✓Each product sorted: physical, digital, fixed package or custom work
- ✓Physical goods on a local bank gateway or PayPal, not on AgentaOS
- ✓Digital products marked Virtual or Downloadable
- ✓Store running on https
- ✓WooCommerce taxes off if AgentaOS takes the payment
- ✓Exchange rate entered if the store is priced in MKD, RSD or ALL
- ✓A EUR or USD account at your bank (a foreign currency account)
- ✓One test order placed before going live
When is AgentaOS the wrong choice?
- You sell physical goods or anything shipped. Our Terms do not allow it, and the plugin hides itself for carts with physical items. Use a local bank gateway or PayPal.
- You do custom or per-client work. Quotes, proposals and work scoped per client are never allowed. Fixed packages, same for every buyer, are.
- Your business is registered in a WooPayments country. WooPayments is built into WooCommerce. Use it.
- Your buyers are mostly local and pay in denars or dinars. A local bank gateway pays you in local currency.
- You need all the cash on day one. New accounts start with up to 15% of each sale set aside for 120 days (Terms, section 9.2). The rate that applies is shown in your account.
Where does AgentaOS fit?
If WooPayments and Stripe will not take you and you sell digital products, software, courses, subscriptions or fixed service packages, the free AgentaOS Payments plugin makes AgentaOS the official seller of each sale. Buyers pay by card, AgentaOS handles VAT and invoices, and you get paid to your own bank. It pays out to 86 countries, accepts individuals, and needs no company abroad.
